In particular, clause 10.2.3.4 requires the relevant provincial or divisional commissioner or his or her delegates to review the application after considering various issues. This includes whether the transfer is in the interest of the service and/or the employee. Clause 10.2.5 of the directive requires that, if the Commissioner considers that the transfer is not in the interest of the service and/or staff, the transfer must not be authorized and the necessary notification must be made in writing, briefly stating the reasons for the decision.
